14 C alifornia has long been a place where tomorrow is invented – sometimes literally in a garage, sometimes in a university lab, and increasingly in clusters of humming data centers from the Bay Area to Los Angeles. It seems fitting that the state is the first in the U.S. to pass a comprehensive law focused on frontier artificial intelligence – the cutting-edge systems powerful enough to reshape economies, democracies, and daily life. With the passage of SB 53, the Transparency in Frontier Artificial Intelligence Act, California has planted its flag in the global debate over advanced AI governance. The law's goal is simple in theory but complex in execution: ensure that the most powerful AI systems are developed with transparency, safety, and accountability at their core, without stifling innovation. Or, as some California lawmakers put it, the state is taking a "RADical approach" – Responsible, Accountable, and Democratic – to AI oversight.
