CLOC has defined the areas of responsibility:
• Alternative Support Models: Drive
departmental efficiency by leveraging managed
services, legal process outsourcing (LPO) and
other service providers.
• Communications: Work collaboratively across
the legal ecosystem to create consistent
global processes, from onboarding to complex
project management support. Publish regular
departmental communications, plan and execute
all-hands meetings.
• Cross-Functional Alignment: Create and drive
relationships with other key company functions,
such as HR, IT, finance and workplace resources.
Represent the legal organization at CLOC.
• Data Analytics: Collect and analyze relevant
data from department tools and industry
sources. Define objectives to provide metrics and
dashboards that drive efficiencies and optimize
spend, etc.

To facilitate the development of the role and create a standard for legal operations excellence, the Corporate
Legal Operations Consortium (CLOC), an association of legal operations executives from some of the largest

Jeffrey Franke is Chief of Staff to the General Counsel and the Director of Global
Legal Operations at Yahoo, Inc. He has over 20 years of experience at major high-
tech companies and in private practice. Jeffrey supports strategic and financial
planning and management, tool implementation, vendor management, department
communications, knowledge management, Web portal development, electronic
billing, contract management and other cross-departmental issues.

where she has created an innovative and best-in-class legal department. Connie
is a founding member of the Bay Area Corporate Legal Operations Consortium
